Soffit and fascia do two jobs that don't look related until they fail. Fascia is the vertical board at the roof edge: it carries the gutters and closes off the ends of the rafters. Soffit is the underside of the overhang: it keeps weather and animals out of the eave and, through its vents, pulls fresh air into the attic so heat and moisture can leave at the ridge. When either one rots, the gutter starts pulling away, water runs back into the eave, and the attic stops breathing.
Repair or replacement? A single rotted fascia section behind a gutter that's sagging, or a soffit panel a squirrel has opened up, is a repair.
